The application was on public exhibition until late January and a council spokesperson said public feedback received during this time had been sent on to the applicant.
"The application is expected to be referred to the Northern Joint Regional Planning Panel in the near future," they said.
The JRPP determines regionally significant development applications, as well as developments worth more than $5 million.
The council made the decision in accordance with the State Environmental Planning Policy (State and Regional Development) 2011.
The hard rock quarry is located about 33km west of Gunnedah at Mary's Mount.
