The Red Devils were level with the Highlanders for much of the second half with the scores locked at 17 apiece.
However, a tap on in the dying seconds and a fortuitous try saw Inverell escape with the points.
Red Devils team manger Stan Gaynor said it was "annoying to lose right on the bell".
"We have proved to be good enough to get over the line the last two weeks but have just fallen short both times," Gaynor told the Namoi Valley Independent.
"I don't think we have been doing too much wrong to be honest, I think we have got all the ingredients there, we just need to work on finishing it off."

The side's younger brigade helped keep them in the contest, while Brett Hobden on first grade debut, Cam Mitchell and Ray Spradbrow were named the Red Devils best on the day.
"There was a lot of things we did better this week than we did in round one," Gaynor said. "Our lineouts were a lot better this week and I have to say we dominated the scrums in both first and reserve grade.
"So, I don't think we are too far off, we just have a few things to work on to bring it all together."
Saturday's loss sees the Red Devils sit seventh on the Central North ladder, just one spot behind their next opponents Pirates.
"Given they are the reigning premiers, the Pirates are always a hard team to beat," Gaynor said.
"But we will just focus on the positives and what we have been doing well of late.
"If we do that, I'm confident we will do well."
