Liverpool Plains mayor Doug Hawkins said while the region is "open for business" within restrictions, some services have been impacted.
"We've worked really hard in not only our region but Tamworth and Gunnedah as well to keep COVID out of the area," he said.
"Whilst we're following the restrictions, we're trying as best we can to keep the economy flowing, but again it's a sensible thing to be careful because once it starts there's no stopping it.
"I understand that it's difficult with kids going on holidays but it would be even more difficult with a heap of people coming down with the virus in our region."
As of Monday, the Rail Journeys Museum at Werris Creek and the Quirindi Heritage Village and Miniature Trains are closed until further notice.

"Our theatre is also closed down, we had a lot of acts closed down for the early part of July," Cr Hawkins added.
"At this stage the library is certainly off limits, and we're looking closely at our freedom camping limits."
In Gunnedah, the local School Holiday Program has not been impacted, however there is reduced capacity for the Civic Cinema and the library.
"Council is in the process of requesting declarations from our school holiday activity providers to ensure that they have not travelled into Greater Sydney or any other hotpots in the last 14 days," a council spokesperson said.
"Program participants will be required to wear masks.
"There are no impacts to our other council services except for mask wearing indoors and the 1 person per 4 square metre rule reducing some of our capacity limits, including reducing the cinema's capacity to 50 people per screening."
