Creative Planning Solutions Pty Ltd has submitted the DA to Gunnedah Shire Council on behalf of the state government office.
An Office of Sport spokesperson said if approved, the current amenities block at the centre would be replaced.
"The new facilities will provide nine modern unisex bathrooms, including an accessibility bathroom. All will have a basin, shower and changing area for individual use and maximum flexibility," the spokesperson said.
"Construction will commence following the completion of the planning process and appointment of a contractor."

Reflections Holiday Park manager Leith Smith said the upgrades would be great in bringing more visitors to the park.
"Anything that brings more people to the area is seen as a positive," Mr Smith said.
He said the park has been busy as it is recently, with accommodation over the past few weekends close to booked out.
"While the weather's been so nice we've had lots of water sports," he said.
"The fishing has been quite slow which is no secret so all the other water sports have taken off.
"Everything's been pretty good so far."
A council spokeswoman said the DA was currently with an assessing officer and a "determination will be made in due course".
