The committee's president Kevin Edmonds said he was hoping construction for the 6m x 4m building would start soon.
"The council has said they've got no problems with it; it's pretty straight forward," Mr Edmonds said.
"We've put out a request for tenders to build it so hopefully we'll get something moving."
He said the current swab box needed to be updated "because of the age of it".
"It doesn't comply with regulations and the testing they've got to do with the horses because they've got so much more technical ... and clubs have got to get up to a certain standard," Mr Edmonds said.
"It's got to be a dust-free environment to have and on a bad day dust can get in there ... it's doing the job but it's pretty hard ... so this will be an upgrade to the latest kind of swab box."
