Councillors will discuss reopening the tender process for the project after two previous tenders were deemed undesirable.
The calls for a new water reservoir for the village come after council engaged Hunter H20 Consultants to prepare technical specifications for the renewal of the water supply reservoir last year.
Council initially inherited the existing reservoir from Liverpool Plains Shire Council following the amalgamation with Gunnedah Municipal Council in 1980.
Council’s agenda papers stated the first of the two previous tenders was from Coorparoo Queensland (Tender A) and was unsuitable due to its tender sum of $465,000 being over council’s budget of $175,000 for the project.
“It is the opinion of the evaluation panel that the Tender A is over-priced by having regard to the breakdown of tender elements and the associated commentary,” the agenda papers stated.
“It is apparent that the tenderer has built in a considerable ‘risk factor’ into some of the costing break-downs.”
While the second unsuccessful tender (Tender B) was from Gunnedah and was deemed unsuitable due to the company’s lack of experience constructing water reservoirs in Australia.
“From examination of the Tender B submission, this would be the first project of this nature that tenderer has undertaken,” the papers stated.
“The tenderer’s background is in mining and particularly in projects overseas such as Papua New Guinea.
“The evaluation panel therefore have considerable doubts as to Tenderer B’s capability to undertake the project notwithstanding the tendered sum.”
