The Narrabri-raised jockey, who was pursuing a three-month riding contract in Singapore, was killed after reportedly falling from a high-rise building.
Bell, 22, started his apprenticeship with Sue Grills at Tamworth and was leading apprentice in NSW in his first two seasons with more than 170 winners, Racenet reports.
Two weeks ago he won his first Singapore major, the $150,000 Group 3 El Dorado Classic (2200m) riding stayer Sebrose.
Local Gunnedah trainer Sally Torrens said the impact of Tim's death will be felt far and wide in the racing industry but especially by his first mentor, Sue.
"She will be shattered," Sally said.
"Sue thought the world of him.
"He was an absolute brilliant jockey... and just so young."
