Laying of the asphalt base at the old tennis courts site commenced on Thursday and was completed on Friday afternoon.
The base will now be cured for four weeks before the synthetic courts can be laid and the poles and hoops erected.
Liverpool Plains Shire Council (LPSC) mayor Doug Hawkins said concrete kerbing has also been undertaken around the perimeter of the courts.
The old tennis courts were at the end of their useful life and it's hoped the newly developed precinct will support growing local participation in netball and basketball, with basketball currently constrained at the local high school hall.
"Court lighting footings and ducting has been installed at the courts site as well as at the tennis courts at Milner Parade," mayor Hawkins said.
"This Sporting Precinct is utilised at some time or another by a very large cross section of the shire's residents who recognise their value as community assets.
"Working as a community we've set a clear direction for their development and utilisation that supports active and socially connected lifestyles for the Liverpool Plains community now and for the long term."
The development is part of the wider sporting infrastructure investment program developed through the LPS Recreational Strategy which also includes the Milner Parade Tennis Courts, Longfield Oval and the Golland Fields.
Funding for the project was obtained through the NW Government's Stronger Country Communities program, which provided $415,000 and the Salvation Army who provided $160,000.
