The library precinct is being completed in multiple stages. The first stage is the upgrade of amenities and is funded by the Drought Communities Program.
The second stage is the construction of the community space, library activity space and wet area space (formerly the green room) and is funded by the under the State Government's State Libraries grant program.
The third stage is the construction of the adult's and children's library space to be funded by the Stronger Country Communities Fund, and the fourth stage is the construction of a pergola, seating and shade area.
Liverpool Plains mayor Andrew Hope said the council was excited that stage three could now go ahead, and stage two will soon be under way. There is also potential to create a youth space downstairs in the future.
Cr Hope said the funding for the mobile sign was also good news because it can be used by sporting clubs all over the shire.
The funding for the rugby club and the clay target club are also "great outcomes for those community groups".
"This money rolling into small communities like ours gives us assets we wouldn't normally get," Cr Hope said.
Mr Johnsen said the fund was financing "grassroots projects that make a real difference to each community".
The $400 million Stronger Country Communities Fund is part of the NSW Government's $1.7 billion Regional Growth Fund.
