Ms Cross was "very surprised" when special guest, Garden Clubs' president George Hoad, presented the award for "a most deserving member".
Werris Creek Garden Club said Ms Cross had "worked hard and continues to do so for many local organisations".
The late Ann Williams Clark had a pivotal role in the Garden Clubs of Australia for many years, helping in the formation of clubs as well as visiting outlying clubs.

The presentation was made at the club's recent friendship day at the golf club, which drew about 80 members from nine garden clubs across the district.
The "very charismatic" Mr Hoad was the guest speaker at the event and shared the beginnings of the Garden Clubs of Australia and the many milestones they had achieved along the way.
One of the highlights is the Living Memorial to Australians, avenues of tree groves between Sydney and Canberra, to recognise the sacrifices of those who served in World War Two.
Mr Hoad also shared photos of inspirational gardens from locations including Monet, Portugal and Highgrove and "the magnificent" Chelsea Garden Show.
He also spoke about the planning that has gone into his own garden and the different areas he has developed.
He said he had decided not to grow any more roses while the drought persists, but suggested planting succulents, Begonias, and large pots of colour instead. He has even placed some artwork around his garden for variety.
Numerous prizes and awards were presented throughout the day and Mr Hoad led the crowds in "enthusiastic" singing of Christmas songs, including a variation - "We're Dreaming of a Wet Christmas".
Lunch was served up by Alison McCarthy and her band of catering helpers, and Pom Hausfield's smile and service were also appreciated.
Sharyn Butterfield and Kathy Holland ran a very well-stocked stall and many visitors found just what they needed for Christmas.
"Thanks to the ladies who worked so hard is planning and setting up this successful day, and the members and guests who attended," the club said.
Mr Hoad took to social media to share his thoughts on the inaugural event.
"What a day of fun and friendship it was!" he said.
"Friendship through gardens is alive and well in the bush despite the crippling drought and bushfire threat."
