In the nomination, Cr Hasler said Ms Mackley had shown an "outstanding and consistent commitment" to the arts and "the promotion of artistic opportunities for all creative practitioners".
"Lauren is a fierce advocate for the arts and has shown that creativity can make a difference to the community and an individual's well-being," he said.
Ms Mackley said she was "flattered" to be chosen.
"It's nice that you work hard and you dedicate yourself to something and you get recognised for it. It's nice to know people appreciate your passion," she said.
She has been exhibiting since she was 18 and has had a hand in countless events, exhibitions and projects, including the Vietnam War veterans' murals, Gunnedah's Anzac centenary celebrations, Rainbow Serpent water feature, and the Australia Day Awards.
Lauren is a rare gem and Gunnedah is very lucky to have someone of her calibre.
- Colin Formann
Ms Mackley's supervisor Colin Formann said she had been the source of so much change in her three years at council, that it was hard to sum up her contributions.
"Ever since she started, she's been a whirlwind of activity ... She's a breath of fresh air with her new ideas and new ways of thinking," Mr Formann said.
Mr Formann said the regional precinct "exceeds" expectations, thanks to the efforts of Ms Mackley and her team.
"Lauren is a rare gem and Gunnedah is very lucky to have someone of her calibre," he said.
"She has left a lasting impression on Gunnedah's arts and cultural scene."
- The presentation is on March 20 at Darling Island.
