At Gunnedah Shire Council's ordinary meeting on Wednesday, chief engineer Dan Noble said the dosing unit was not included in the original scope of works.
"The essential project is 95 per cent completed and just waiting on that final piece," he said.
Minor works yet to be completed are fencing, an asphalt seal, kerb and guttering.
When construction is marked off, there will be about five days of hydrostatic testing of new reservoirs and an operational commissioning of connecting the new system.
The $5.2 million project connects Gunnedah town water to Curlewis to improve the quality of the village's water supply and the capacity.
