Ian Charles Wise was allegedly intercepted at about midnight with 4.7kg of cannabis in his car en-route to Gunnedah.
Police from Strike Force Yarramunmun - a secret operation by Oxley detectives - has been investigating the supply of the drug between Gunnedah and the Muswellbrook.
Police from the Hunter Valley stopped Wise, 51, who was driving on Denman Road in Muswellbrook at 12.05am on Tuesday.
After questioning him, officers said they had cause to search the car and will allege they uncovered the haul of cannabis that they claim has an estimated street value of $32,000.

Wise, who lives in Gunnedah, was arrested and taken to Muswellbrook Police Station where he was charged with two counts of taking part in the supply of cannabis.
He was refused bail by police but was then released after a successful bail bid in an out-of-sessions hearing in Muswellbrook Local Court on Tuesday.
As part of his bail, Wise has been ordered to report to police daily, surrender his passport, live in Gunnedah and had to post $1000 surety to secure his release.
He has been ordered to front court again in April.

Oxley Detective Acting Inspector Jason Darcy told the NVI investigations are continuing with the drugs seized for analysis.
"Oxley detectives are working hand-in-hand with their counterparts in the Hunter Valley, and right along the New England Highway, in an attempt to disrupt the supply of prohibited drugs," he said.
"Make no mistake, Oxley police are committed to disrupting the sale and supply of illegal drugs into our local communities.
"We will continue to work with our counterparts and the community to do this."
Strike Force Yarramunmun was launched in January this year.
