The start date has been delayed by about a year and when the NVI questioned the reason for the delay, a Road and Maritime Services (RMS) spokesperson cited "issues around property acquisition".
"Roads and Maritime Services has been working through some issues around property acquisition to finalise the design, as well as working with council to schedule the construction of the project into their program of work," the RMS spokesperson said.

The RMS spokesperson said the intersection of Boundary Road and Oxley Highway intersection would be upgraded to "improve traffic flow and safety for all road users".
"Work is expected to take about six months to complete, weather permitting," the spokesperson said.
This month, Gunnedah Shire Council will look to upgrade the bitumen between Boundary Road and Warrabungle Street, the main entry and exits points for the town's heavy vehicle route. The roads are connected by Bloomfield Street, which will be sealed and strengthened.
The Bloomfield Street project is worth $4 million, with council committing $500,000 and $1.5 million allocated under the state government’s Fixing Country Roads program.
The project is expected to take two years to complete, with the entire works to be completed by the council.
The upgrade will pave the way for Gunnedah’s second rail overpass, which is already under way.
