The theft happened at about 12.40pm. Police are continuing inquiries including reviewing CCTV footage.
A 20-year-old man was stopped by police on George Street just after midnight on Tuesday.
Inquiries were made into his driver’s licence which revealed it was suspended.
He has been charged and is due to appear in court at a later date.
